Mercosur is the N.11 trade in goods partner for the EU. In 2019 the EU's exports to the four Mercosur countries totalled €41 billion while Mercosur's exports to the EU were €35.9 billion. Mercosur's biggest exports to the EU in 2019 were agricultural products, such as foodstuffs, beverages and tobacco (21.2%), vegetable products including soya and coffee (17.4%) and meats and other animal products (6.5%). The EU is Mercosur's number one trade and investment partner. EU exports to Mercosur were €41bn in goods in 2019 and €21bn in services in 2018. The EU is the biggest foreign investor in Mercosur with a stock of €365 billion, while Mercosur’s investment stock in the EU amounts to €52 billion in 2017. After two decades of stop-start negotiations, EU trade negotiators struck a historical pact with the Mercosur group of Brazil, Argentina, Uruguay and Paraguay in 2019. The current EU bilateral trade with Mercosur already totals €88 billion a year for goods and €34 billion for services. The EU exports to Mercosur goods worth €45 billion a year and imports Mercosur products of nearly the same value (€43 billion).
In its charter, Mercosur establishes that negotiations for free trade agreements with other blocs must take place jointly. The EU-Mercosur agreement belongs to an out-dated 20th Century model of trade that has failed the planet: it serves corporate interests at the expense of planetary boundaries and animal welfare, and drives untenable social inequalities. There have been periodic efforts to revive Mercosur. The most recent involved trade-facilitation measures agreed on in 2017, with pro-business governments in Argentina and Brazil. Thus, Mercosur would need to adapt from a customs union to a free-trade zone, which Argentina does not favor.
